Phase I and II Investigation of Commercial/Industrial Parcel for Orbit Movers and ConMed Corp., Dayton, Ohio

ERAtech Environmental, Inc. was contracted to conduct a Phase I environmental site assessment of a 11.84-acre commercial and industrial property containing two buildings. The property was being purchased by the company that requested the investigation. ERAtech personnel conducted the assessment following the ASTM Standard. The Phase I assessment indicated the presence of several recognized environmental conditions (REC's) on the property.

As a result of the Phase I findings, the current owner of the property contracted ERAtech to perform a Phase II subsurface investigation of the property. The purpose of the investigations was to determine existing chemical concentrations in areas defined as REC's in the ERAtech site assessment. Soil and groundwater samples were collected in areas of existing dry wells and septic tanks, and the former drum and hazardous waste storage areas on the site. Additionally, samples were collected from an area that previously contained an unknown number of underground storage tanks. ERAtech personnel provided on-site professional supervision of field activities. In addition, ERAtech's geologist monitored soil samples for the presence of volatile organic vapors. After the samples were collected and analyzed, ERAtech prepared a written report summarizing field activities and laboratory findings.

Voluntary Action Program (VAP) Phase I Environmental Site Assessment Former Plating Facility in Englewood, Ohio

ERAtech Environmental, Inc. (ERAtech) was contracted by the City of Englewood to conduct a Phase I Property Assessment according to the VAP standard guidelines (Ohio Administrative Code 3745-300-06) for a former plating facility within the City of Englewood. The City had determined that the abandoned property had become an eyesore and that the location of the subject property within the central business district constituted an environmental health and safety risk. The City wanted to take legal ownership of the property and eventually convert it to a safer and more compatible use.

The purpose of a VAP Phase I Property Assessment under the VAP is to determine whether there is any reason to believe that a release of hazardous substances or petroleum has or may have occurred on, underlying, or is emanating from a property. The scope of a VAP Phase I Property Assessment is to characterize a property for the purposes of participation in the VAP and to determine the necessity and initial scope of a "Phase II Property Assessment".

The scope-of-work for this specific VAP Phase I Property Assessment included reviewing historic and current uses; an environmental history review including numerous Federal, State and local lists, records and databases; property-specific hazardous substance or petroleum releases; an site reconnaissance; and interviews with the regulatory community and people with knowledge of the subject property.

During the VAP Phase I Property Assessment process, ERAtech worked under the direction and supervision of a VAP Certified Professional, who was required to review all steps of the VAP Phase I Property Assessment process to ensure all information required by the rule was complete and reliable, all items required by the rule had been performed in accordance with the rule, and that the VAP Phase I Property Assessment met all requirements of the rule. The final VAP Phase I Property Assessment package included a written report identifying the legal description of the site; property location maps and maps depicting areas on and/or within specific radii of the subject property where known or suspected releases have occurred; color photographs; a summary of all relevant information; appendices for all appropriate supporting documentation; a bibliography of references; and finally, a conclusion/recommendation section.

Upon ERAtech's successful completion of the VAP Phase I Property Assessment, the Certified Professional was able to certify all the above items were adhered to, and the final package was hand-delivered to the City of Englewood. Additional VAP Phase II Property Assessment for the subject property is currently pending. ERAtech's reliance on the Certified Professional only for review and certification resulted in the completion of the process in a timely and cost effective manner.

Sampling of Suspected Asbestos-Containing Material in Building Located on Salem Avenue, Dayton, Ohio

ERAtech Environmental, Inc. was contracted to conduct sampling of suspected asbestos-containing material (ACM) in a 9,180 square-foot commercial structure. The scope of services included a complete walk-through of the area, collection and sampling of suspected ACM materials, and an estimation of quantities of ACM in the building based on the data collected

ERAtech conducted an asbestos inspection on the building which provided the client information concerning the presence, location, and quantity of ACM in the inspected building. After a visual inspection of the building materials, ERAtech collected samples from each area of suspected ACM material. The samples were delivered to a qualified laboratory. After receiving the laboratory results, ERAtech provided a final report summarizing the asbestos content, type, and hazard rank of the sampled materials.

Asbestos Abatement Project at Vacant Building, Springfield, Ohio

ERAtech Environmental, Inc. was contracted to provide project design and oversight services for an asbestos abatement project at a vacant building. The building was inherited as part of an estate and required demolition. However, the building had asbestos-containing materials (ACM) that had to be removed before demolition. The scope of services also included monitoring of the actual demolition for suspect ACM.

ERAtech first contracted a licensed asbestos hazard abatement designer to prepare a written work plan for asbestos removal during demolition operations at the subject property. Then, ERAtech coordinated a planning session with the demolition contractor to determine the demolition procedures that must be followed to assure compliance with all local, state, and federal regulations. This planning session addressed work schedules, stop work policies and procedures, project coordination, etc. During demolition operations, ERAtech provided technical personnel to monitor, on a daily basis, for any type of suspected ACM in the demolition debris. After demolition procedures were completed, ERAtech submitted a final report containing a summary of the work performed and all relevant documentation required by federal, state, and local EPA and OSHA regulations.

Subsurface Investigation of Two Custom Lube and Oil Locations for Culubo, Inc., Dayton, Ohio

ERAtech Environmental, Inc. was contracted to perform a drilling/sampling project in the vicinity of the existing underground storage tanks (UST's) at two automotive lube and oil facilities. The two sites were pending sale, and the purchasing company requested the investigation prior to final property transfer. The scope of work included soil borings, soil and water sampling, and reporting of results.

ERAtech personnel selected the boring locations based on existing site conditions and constraints, and supervised exploratory soil borings in the vicinity of the UST storage cavities. ERAtech's geologist was on-site during all drilling operations to evaluate subsurface conditions by visually observing and field screening representative soil samples for the presence of volatile organic vapors. After reviewing the laboratory analysis, ERAtech provided a final report summarizing sampling procedures, field observations, and sampling results.

Subsurface Investigation for the Kelly-Creswell Company, Xenia, Ohio

ERAtech Environmental, Inc. was contracted to perform a subsurface investigation to determine the status of the site at the location of a former underground storage tank (UST). The Bureau of Underground Storage Tank Regulations (BUSTR) requested the investigation of the former UST cavity after reviewing the site file. The scope of work included on-site geological labor and completion of BUSTR reporting requirements.

ERAtech's geologist contacted the BUSTR Site Inspector responsible for the site, and determined the sampling locations required to provide BUSTR with the information it needed. ERAtech supervised the collection of soil and groundwater samples from the site. After reviewing the laboratory analysis, ERAtech personnel prepared a summary of site activities and sampling results in accordance with BUSTR reporting requirements. Upon review of the subsurface investigation results provided by ERAtech, BUSTR issued a "No Further Action" letter for the site.
